A referral program gets used when it is simple to participate in, fairly rewarded, and visibly effective. Make the process of submitting a referral effortless, communicate which roles are open and what a good fit looks like, and keep referrers informed about what happens to their referral rather than leaving them in the dark.
Design the incentive to motivate without distorting behaviour: a meaningful reward, often paid after the referred hire completes a retention period, encourages quality over volume. Recognise participation beyond just cash, share success stories to build momentum, and ensure referred candidates get a prompt and respectful experience — employees stop referring if their recommendations are handled poorly. Regular communication and quick feedback loops are what keep a referral program active over time.
